Curfew

We all know that young people will push boundaries, rebel and even defy authority in spite of parental warnings, school policy and the law. For juvenile justice, Teen/Peer Courts, Accountability Boards and Schools the response to curfew violations is typically one of frustration and powerlessness. On the one hand the youth needs to be held accountable and yet there are few, if any, resources available. City and other government officials and police departments across the nation are under significant pressure to "address the teen curfew problem". The pressure is to either avoid or respond to headlines like these:

Keeping Hartford's teen off the streets - will it deter crime?
After last weekends shootings in Hartford, including seven people who were shot at the city's West Indian Parade, the city has imposed a curfew on teens 18 and younger. City officials hope this measure will curb the violence that has rocked Hartford this summer. On this edition of Front and Center Ray talks with Hartford Police Chief Daryl

Coolidge Park curfew problems few so far
In the two months since the Chattanooga City Council banned unaccompanied children under 18 from Coolidge Park at night, not a single minor has been picked up for violating the code or taken to a special holding center in St. Elmo, police say.
The council passed the ordinance 10 days after a March 19 incident in which shots were fired as police tried to disperse a crowd of more than 300 youths.
Cleveland Heights passes emergency curfew to curb accelerating problem with flash crowds

CLEVELAND HEIGHTS, Ohio -- Starting today, police will arrest anyone under 18 found in the Coventry Village and Cedar-Lee Commercial area between 6 p.m. and 6 a.m. who are not with a parent or guardian.

Parents and guardians who pick up the youths after their arrest will be fined $50.

City Council adopted the tougher curfew Wednesday as a way to cope with rising problems of flash gangs that are drawing hundreds of youths to Cleveland Heights.

The Offender Solutions® Online Curfew Class is a unique program that provides you a way to hold the youth accountable (payment for a class and time necessary to complete the class) and provide valuable information to the youth about curfew and its purpose. Our curfew class ends with the student being prepared to decide if he or she is willing to choose which laws will be abided by. First and foremost the Offender Solutions® online curfew class is educational. Though it does not try to change the youth's behavior it can stimulate the first phase of the change process. Secondly, from a consequence/accountability perspective, the class costs money and takes an hour of the youth's time. Seems like a win-win for the person who refers and the youth referred.
